What we do:

Slice the layout you send into proper shaped images and define them in Cascaded Stylesheets, everything from within the vBulletin Administrator.
Ensure the template complies with W3 standards and are perfect XHTML templates.
Ensure the template can hold any sized and formatted post made by the user.
The template can be made with table or tableless as per your requirements.
vBulletin needs lots of small images or icons for the template. We would be adding all these formatted to fit the template's color scheme.
Cleanly defining the Styles so that they can be edited easily from the vBulletin Administrator.
You retain all copyrights to the Styles & Templates designed for you.
